Do you need creative ideas, or do you already know exactly what you want?
What is the purpose of your update? Just want a "fresh look"? Specific design problems that need to be fixed? New material?
Is your a Fortune-500 company? Mom and pop? And how polished an image do you want to project?
It's still a wide range. This is like saying "I need to remodel my kitchen. How much will it cost?"
What do you THINK it will cost? What do you HOPE it will cost? Do you have a budget?
You're approaching this the wrong way. You likely have a number in your head of what's acceptable and what is not. Scope the project out and then send it out as an RFP to see who bites and what numbers they're submitting. If you have a number in your head as the limit of what you're willing to spend then let them know. They'll tell you if you're way off base or not.
The reason is that there are far too many variables. Some of these can be nailed down - like whether or not you want dynamic content or static HTML. But some aren't as easy to nail down cost-wise. The visual design is potentially a huge expense because there are so many ways to miscommuicate what you like or don't like to the designer.
