Ok, I know a way. I have done something like this before.

If you combine IMAGICK and PHP you can creat the type of thing you are looking for. As far as making it work, it is good to hire someone who has done it before. IMAGICK can be installed on a PC as well.

Warning: it does take a bunch of system resources.
