Starting a new site. Need recommendations

Guys I am new to the site ... well new as far as membership. This site has resolved alot of issues for me just from reading the different threads. In any case thanks for having me.

I am looking for a higly skilled css developer for some work and I am having a hard time finding one. Can you guys give me some recommendations as to where I can look for such a person?

By the way this is a new project and I am willing to pay well for this.
