I am in the process of contracting out. Via a solid freelance bidding web site where the ratings seem to be trustworthy, I found someone with a fitting profile and offering.

Now, in order to cover my @... and provide a fair work framework for the new partner, what should a contract incorporate.

How about penalties incl. enforcement?

Not sure what country you're in, but in the US you can buy a boilerplate contract for SOHO type transactions in any bookstore for a few dollars.

Beyond that, you should really consult a lawyer.
