Where can I find sponsor for my project?

Lately after too much effort I have developed Ad network website services which considered a new technology and new service here in Middle East market especially in the Gulf countries (United Emirates, Saudi Arabia, Bahrain…) where the market is too large.
I am trying to search for sponsor but I could not find him/her despite of the big opportunity that this project have and I did by myself study for the market and write its business plan.
So where can I find like this sponsor?

This is the detailed(I tried to put it in Exchange Business but they put it On Hold status)

I have programmed a well-tested Advertising network services –using ASP language- which considered a new service in Arabic world especially in the Gulf countries (United Emirates (like Abu Dhabi, Dubai…), Bahrain…) these countries has a cheap labor, low tax, health care and political stability and too many other issues!
I am searching for sponsor for this project and I did study the market and write business plan.

These are briefly the opportunities for this project:
1-The Internet advertising market in this area growth in a rate range from 60% to 100%.
2-In the year 2001 the amount of expenditure on the Internet’s advertising was 6 millions dollars.
3-In the year 2002 the amount of expenditure on the Internet’s advertising was 10 millions dollars.
4-In the year 2003 the amount of expenditure on the Internet’s advertising was 18 millions dollars.
5- 70 Millions Dollars the amount of expenditure of the Internet’s advertising market will be in the year 2005.
5-The Internet’s users in this area was in year 2000 reach 4 millions and this amount increase about the double each year to become in the year 2003 about 22 millions users.

The cost of this project is very low about 20,000 to 30,000 $ in the first year. The risk is also very low and there are no competitors in this technology-I mean by technology Ad network- in the Middle East.
This project not just will be new in this region but also have a new characteristics also (like purchase per unique visitors where no sites in this region use this characteristic).
