I got that impression when I tried a program with them a year ago and in the past 2 weeks decided to try them again. Big mistake!
I tested their tracking system by clicking on a banner 10 times and my report on their site showed no extra clickthroughs.
After struggling with their confusing system (I had to open a new account with them with a new email address just to ask a question!) I got a nasty response to my question about why the clickthroughs were not showing to the effect of:
"You are not allowed to click on your own banners or you may get banned for fraud". I didn't even know what they meant and then realized they meant if I had a program that paid per clickthrough.
Well, it's three days later and I still don't see those 10 clickthroughs I did on my report. My report shows 5 clickthroughs and I have hundreds of pages with several banners from different affiliate programs including the Commission Juction one, all showing a substantial number of clickthroughs.
I've sent two more emails and have not heard from them.
Wouldn't you be suspicious if your report only showed 5 clickthroughs and you yourself had clicked through 10 times?
Paid advertising is my biggest source of income followed by sales thru Amazon.com (Just got my check today. :))
I have used CJ for close to a year, and though they aren't perfect, I find them to be the best of the various affiliate networks.
They only click unique clicks because they set a cookie on the visitors computer, so if the visitor signs up later (even without clicking from your site) you still get credit, as long as the later visit is within the "cookie duration" time.
