How do you create a scrolling text box that is embedded in a cell?

Is it possible to change its colour and appearance so that it is different from the page's default setting?

Got my terminology wrong.

I meant 'scrollable', not 'scrolling'.

So that should read 'how can I create a scrollable text area'?
