I see constantly ads for : Get 100,000 targeted visitors for $200 ....etc..

Can someone please confirm me that this is a scam :) I'm not sure.

Just asking the question pretty much indicates you think it is. Without knowing the details, and I don't care to, I'd be inclined to run from a deal like this as fast as I could.

You're probably better off putting your $200.00 in Adwords and getting some targeted traffic.
