Updating a web page without using a CMS

User doesn't know HTML - needs to be simple

I need to have a page on a site that I am building, so that the owner can place text and image updates (weekly reports) to one of the pages...the owner does not know any html or programming.
And I do not know enough about PHP to incorporate it into the site.
How can I do this?
Any help will be greatly appreciated. Thanks

Why not just get him to put them on downloadable PDF or MS Word document?

I am open for all/any options that will work....so any suggestions you have would be great.
The owner wants to be able to place these updates (fishing reports and client images) onto the site and have them "blend" into the page layout...so to speak. I have built the site using CSS and HTML, I just need a way to incorporate the "reports" from him...........?

There are scripts you can get that allow you to define certain blocks that can then be edited using a WYSIWYG web-based interface after entering a password. I've used them for clients in the past, and while they'll butcher nice clean markup, they get the job done. Do a Google search for "browser based wysiwyg webpage editors" and see what you can turn up.
