"Float In" Generator

How do I do this?

I've been seeing a lot of these "float ins" on websites, that look like post it notes and float across the screen (not affected by pop-up blockers), and the idea seems a good one, but I'm trying to figure out how to program it. I see that plenty of people want to sell me a generator, however, I'm wary of putting other's code on my websites...

Does anyone know of a way to create these float in's? I use DreamWeaver and cannot seem to find it there.

Also, if anyone wants to comment on their success / failure with using these as a marketing device and / or if this is something that would be considered a violation of Google's TOS for AdWords Advertisers, I'd love to hear it.

I like how they claim that the float-ins are not 'annoying'. It only took a minute to grab one and start playing around with it. It's pretty slick, but just looks like another twist to Javascript trickery.

If you know how to do DHTML it's pretty easy, just moving a block across the screen with js timers, but if you are relying on dreamweaver to do it for you you'll probably be out of luck unless you can find a premade extension that has that script in it.
