Someone accessing the site from a different geographic location does not use the same set of routers and servers that your packets follow.
If the break were near your home location, your surfing would be severely limited. A geographic location can be affected, an area code, sometimes a break can occur that only affects a single street or office.
I use a commercial tracing program that indicates where snarls occur. For you to trace the path from your PC to the server, you have to perform the trace yourself.

I am using Earthlink dialup in the Los Angeles area, the site comes up fine here.
You could always try to dial a different Earthlink city to see if you can get through. It will cost you a long distance call, but hey, it may be worth it.
If you would like, I can sticky mail you the Earthlink phone number I am using. Then you will know if it is your local connection or your PC.
