Blocking IP

I thought I had this written correctly to block 65.19.128.0 - 65.19.191.255

RewriteCond %{REMOTE_ADDR} ^65\.19\.1(2-9)(89¦01)\. [OR]

but found this sucessful request today.

65.19.150.210 - - [07/Jun/2005:09:19:57 -0700] "GET / HTTP/1.1" 200 10919 "http://www.some-referrer.html" "OmniExplorer_Bot/1.09 (+http://www.omni-explorer.com) personals Crawler"

What's wrong with my code? Thanks

I just had these same guys smash my site for 3500+ pages in less then a few hours.

Needless to say they will be permanently removed from accessing my pages.
