FTP port problem

is ftp accessible if the port is closed by ip?

Hi,

I want to know that if FTP is accessible locally (127.0.0.1) if port 21 is closed by ISP. I have tried port sniffers, and they are unable to detect 21 locally and globally.

FTP was working fine until i guess a recent upgrade by isp.

You should be able to FTP into 127.0.0.1 (localhost) independent of what your ISP does to your connection.
