Do search engines ban specific people?

For instance if I get a site banned do any search engines ban any sites with matching whois information?

If it was a no-adult material engine and your site had adult content then they would ban you.

yes but that is a "Site" ban

what I mean is do any search engines actively check whois information for their bans.

ie. John Doe uses methods to rank high in a search engine "Big Search Engine" doesn't like.

SO they blacklist his site. After that do any search engines look for whois information to see all the sites John Doe owns and black list those sites as well.

Only if John Doe is wearing a tinfoil hat ..and is allergic to black helicopters..or has beeen exceptionally "naughty" ..like tried to reverse engineer something at the plex ..
