It seems most of our users across several different categories come from the following combo:
1. use AOL as an ISP 2. Windows 98 3. Explorer 5
This combo comprises about 40 % of our traffic.
Any ideas what this means or what I can use this data for?

Depends upon what your site is doing. Ecomm, support, or general interest can mean vastly different applications. If you are a geek oriented site, that many AOL'ers would be scarey. If you are a general consumer/family oriented site, that many AOL'ers would be quite a boon in targeting.
Instead of looking at it from an isp/location standpoint, I would try to match up ROI and action based results to the source of the traffic.
