Need to 301 but can not us php or asp code

I know javascript is not the best solution

My client has just bought a website which actually has two sites with the same content. I would like to have done a 301 redirect from site A to B, but the server that site A is on does not allow you to use php or asp code. And as we leaving that host, they are not prepared to change any settings to allow me to implement the 301.

It seems the only choices are javascript or just deleting site A completely.

I am leaning towards deleting site A.

What would you recommend? Bearing in mind, that the site is not an e-commerce site yet, and so does not generate any money right now.

If you're leaving that host, you won't have access to their server, so javascript, php, asp, or htaccess wouldn't work. Unless I read something wrong, don't you just want domains A and B to point to site A?

Is it not better to set a 301 before the hosting shuts down, rather than the site just disappearing. Or does it really matter?

Well, if you set up a 301 on the old host and then the site is shut down, the 301 is deleted as well....
