Meta refresh

How do a series of meta refresh pages affect ranking?

I am working with a website which is set up so that all advertising links (4-8 per page) go to pages which meta refresh and send the visitors to destination pages. This is being done for statistics purposes. How does this affect the site ranking? How is this technique viewed by Google? It seems to me that if the interim page had some real content reflecting the destination page and then linked to the destination, these pages would be useful to site ranking. It is a small site and isn't being picked up well.

Meta refresh is evil. Don't do it. If you must redirect use 301 Permanent Redirect's instead.
