How to cease and desist

We have a web site that has blatently stolen all of our images. They didn't even rename the file names and we can see where they doctored out our name.

We have telephoned the site owner and he played stupid blaming his designer. He promised to have them removed in 24 hours.

24 hours went by and he removed about half of them.

I want to send a written cease and desist type letter. Does anyone have any experience with this?
