Blog or Photo Gallery?

Hoping someone can point me in the direction as to what would be best for my needs. Here's what I need:

1) Post pictures and a blurb about each one
2) Categorize all pictures
3) Allow visitors to comment and rate the pictures and get a link back to their site if they do.
4) Allow visitors to post their own pictures
5) All search engine friendly

What's is best for this? A blog tool, a photo gallery? Which one? I also need this to be VERY EASY to use since it won't be a technical person running this site.

Take a look at the PHP-based Gallery. It should meet most--if not all--of your requirements.
