This would depend on what you mean by "identify a user".

Yes...I was banned at a site and want to get back! I deleted the cookies but the still have the cream.

I would guess they have banned your ip or perhaps even a range including yours. I believe you could also be banned by the software you use to access the chatroom (you would have downloaded this on your first visit.
