The institute only found out their servers had been compromised after the all outgoing emails from the institute started bouncing back due to the fact that several ISPs had blackballed them. The companies that run the blackball lists aren't all that concerned with getting a site off the lists once it ends up on it so it might be worth it you to look into it a bit.
