Notice the visiting IP calls itself "sohu-search", then, returns 13
hours later, calling itself "google", deliberately looking for a
non-existent file. GET /~!^~!^~!.html
What's going on here? Looks fishy to me.

Proving that there is no legitimate Sohu-Google link, and the bot first identifying itself as:

Is acting unethically in subsequently calling itself "google" :

Can somebody tell me why "sohu-search" would deliberately call for a non-existant file?
They appear to be a very greasy set: best firmly blocked.

That would make sense in this case as sohu.com seem to be a chinese portal. No doubt the asian and pacific rim community can tell you more about them, and why they think it's ok to imitate google.
