NY Post website loads a new address bar

When you visit, it overwrites IE

If this has been covered somewhere else, please delete.

If you visit the NY Post website, then click into a story for further detail, a new toolbar loads across the top of the page. It will go away if you arrow back, but how do they do it? I'm seeing this on my computer at work.

They're reloading the page into a frameless, fullscreen IE and then creating a floating DHTML menu along the top.

Easy enough to do, although quite irritating if you don't expect it. Luckily, googlebar stops it!
