Can any one suggest a good book on CSS and how I go about setting it all up?

Among the best books are Eric Meyer's. You can find them on Amazon.

The best resource though is (of course) the CSS forum [webmasterworld.com] here. Be sure to check out Nick_W's CSS Crash Course - Index [webmasterworld.com].

You'll also want to use the w3schools.com css reference section - I use this constantly when doing layout. Although their tutorial probably isn't the best available. For premade layouts, try :

[csscreator.com...]
[inknoise.com...]
[redmelon.net...]

Eric Meyer is one of the best-known writers on css, I haven't read any of his books but they're likely to be good (a recent one in a rather glossy layout is rather expensive though), and a lot of his stuff can be seen at [meyerweb.com...]
