On my primary site, I have an 'online writers' section which features works of various authors. I am wanting to implement some sort of feedback system, so the writers can get comments on their work.

Each writer has a page, and then the stories have their own page under that. I originally was going to have comments on individual stories, but I feel it will be too time consuming to manage. Instead, I want some sort of comment form on each writer's page.

I have used simple scripts for such things (like code for a basic guestbook), and while that will work, I was looking for a system with better expandability (so I do not have to make a copy of the script for each comment page, not to mention seperate files for keeping the records, and a page to add an entry).

Any ideas? Thanks!

Most blog software will allow commenting and a web interface for you to control those comments. That sounds like a good fit for your requirements.
