Where do you go to find information about up-to-date server security warnings and what agency handles security issues if something goes wrong?

There is not official authority, but CERT seems to be one of the leaders in terms of alerts to security problems (www.cert.org)

Per their site:

Established in 1988, the CERTŪ Coordination Center (CERT/CC) is a center of Internet security expertise, located at the Software Engineering Institute, a federally funded research and development center operated by Carnegie Mellon University.

They may be what you are looking for.
