Homepage has lost Page Rank

But inside pages retain a PR 4

We have a web page which lost its Google PR recently. But it only lost it on 1 page, the homepage, on all the other pages it retains it PR.

Here is the scenario:

Homepage: PR0
[widgets.com...]
This is our homepage

Inside Page: PR4
[widgets.com...]
Due to very bad design techniques from one of our designers in the office the content on the hompage above is exactly the same on this page, this includes text and images.

My feelings are that we have been penalised because of the duplicated content on both pages and one page has lost its PR.

Does anyone else agree or disagree?

Some sites recently have lost their homepage's PR and the rest of their pages have PR, it seems like there is some kind of bug in Google.

Before you even start about being penalized wait for a while, sometimes it will be back in a few days and other times months.
