Entry level programmer/designer salary

First off, a disclaimer - this is not a recruiting thread. I will NOT be accepting any proposals or resumes. This is for research ONLY! I don't want this thread to be deleted/edited so please don't try to apply for this job on/off the board (especially since the job doesn't exist yet).

I am putting a proposal together to hire another web designer/web programmer. I need to start getting numbers for full-time vs part-time help. I am going with someone with limited experience as a way to keep costs down and because we don't have a very complicated site.

I figure I need someone with entry-level knowledge of:

HTML, CSS, JavaScript, PHP, MySQL, and working knowledge of Photoshop and ImageReady. Also be able to work in a window's environment.

as a bonus, Web design (concept to implementation) and e-commerce experience.

What do you think I'll be paying for this kind knowledge? Where could I go to hire someone like this (i.e. monster.com)? Anything I should look out for?

You might have an easier time recruiting a designer only: HTML, CSS, Photoshop. A programmer can handle Javascript, PHP/MySQL, etc... There are very few people with good talent in both areas, and they tend to get better offers or go work for themselves.

I've been able to outsource design for CAD$40/hr, and html/css integration for about that much too (different people!). I would only hire someone if I had a steady source of work and it was going to be much cheaper in the long run. For an entry-level designer, I'm considering a salary of $35k, which is fair in my market of Atlantic Canada. It will vary dramatically based on locale; I suggest you look at Monster's figures.
