How to find a partner

Hello,
Well, I need to partner with an individual that knows the web (generally speaking, not a coder) to be in charge of PR and MKTG

Understand that I am not looking for an investor.
So far no luck!
I have the usual one-man show problem: Cannot be in and out at the same time, not gifted yet with ubiquity!

How will you address that search?
