Second, I don't think anyone understands the question, or why it is in the graphics forum.

Could you give more info? There are about 100 various blog programms and over 10k blog sites.

i think the question is clear to me. lol i'm asking...in your blogger diary. how do u place a comment for people to comment to ur diary entry. now do u understand?

online journals or 'blogs' are usually run totally but a script of some sort that has the posting of comments built right in. Try searching Google for 'blog script' or 'blog software' and you'll find some packages that do what you need and it will become more clear what I mean.
