Text Based Ads Management System?

I've interested in purchasing a program that would:

Manage, Maintain, Rotate, Track Clicks, Track Impressions of a infinite number of TEXT BASED Ads.

Even better: Allow Advertisiers to Automatically Sign up for a text based advertising space and pay for it over paypal.

Is there a program like this out there? If there isnt... thats a perfect product for all us webmasters who hate banners and flashy graphics.

I just recently saw a program for this (I think) using PHP. Do a google search for "PHP scripts" (or whatever your language of choice is). This should actually be pretty common.

The fact that they are text ads should mean that they are much different from handling banners. All that logic is probably already coded.
