If so and the problem persists, I'd go for a clean system first before drilling into the registry.
Run Spybot S&D and make sure you don't have gunk in the registry already.
That done, the next most likely culprit is a software firewall. Zone Alarm and Norton both block a lot of ads and Norton in particular seriously messes with qksrv links.
Test surf with firewall off and see what you get. You can use "Immunize" setting in Spybot to keep safe while testing.
On another note, any IE upgrade leaves previous registry problems in place, so an IE upgrade path is never a solution.

BTW, as an internet tech, what were you thinking when you installed divx9 or any of the other stuff for? it seems fairly straightforward to me what would be related to this popup problem, and macromedia and browser upgrades really don't seem to fall in that category.
