i am trying to get my host to setup a cname from my sub to another domain. I have done this hundreds of time before and never had to specify the ip. This time my host is asking me to specify the ip. They dont need to do that right? By doing it by name it will work even if the ip changes on the target domain.

Its usually set up as

A record:
www.domain.com -> server IP

CNAME record:
alias name -> www.domain.com

You do NOT need an IP for CNAME records. Infact CNAME records can not be pointed at IP addresses. They only need the host name.
