Should you only submit your site to pages that have a high ranking or is it better to submit and have alot of pages pointing to you as it doesnt matter about the actual rank of the site you point too
Does google penalize for being submitted to low ranking pages? and if not or if so do the high ranking and the low average out or just the high help you?

No, they all help, but generally it takes more links from lower PR pages to equal one from a higher PR page, (not if that high PR site has 100 external links, of course). They're all valuable though.

Submit to everything that seems pertinent, regardless of PR, but avoid dodgy sites. Especially, do not link out to dodgy sites... look at them to see if they're doing something that might cause them problems eventually. G can bury you in the serps if you're part of a "bad neighbourhood".
