Now that cyberprofit is thoroughly confused, let's get on target a bit here.
You say you want to create dynamic content. What is the source of the data that it will be created from, (ie- database, text files, user input, image files, dates, alignment of the planets?)... Seriously, the data source could be a good place to start.
And... on the other end, what you want to produce as an end result --- that would be a good place to finish.
Now all you need is the middle... and that's where most likely some flavor of CGI scripting will come into action.
Other things to consider are what you are using for web page creation now, as it may have some capabilities to produce scripts for your needs and have a seamless development platform.
Be a little more specific and I'm sure you'll get your answers here.
