Where do I start

I'm looking into expanding our Web buissiness into Europe. What would be the first steps to take.

that depends on a lot of factors, like what kind of business you are doing, shopping, services, b2b or b2c etc.
So leaving out questions like local presence or not, customer support, market analysis - the first step is to develop a plan to promote your sites on those markets, which requires you to get info on the marketing channels. SEO? SEM? PPC?

Based on that you'd do a thorough analysis of the key phrases and words you want to target.

Then you'd go out and get some good translations, with your keywords and phrases as cornerstones.

If you have that you'd decide your approach to setting up sites - seperate sites with local domains, seperate sites with a generic domain, or a large multilingual site.

Now that you are ready to go you do your submissions, you do your link acquisition, you monitor your logs - you tweak and tweak some more.
