Can anyone suggest a good way to promote a new newsletter, so that I can build my subscriber base? I have already submitted it to a new list site where they may or may not choose it to mention to their visitors. Any other ideas?

I didn't think we were supposed to talk about specifics, but since you asked, it is a bargain newsletter. I have a sign-up option on my web site, but I was wondering if there was anywhere to promote a newsletter so as to both drive visitors to my site and increase the number of sign-ups for the newsletter.
