Database software needed to run the board?

I would like to gather more information on building my Website before talking to any designers or developers to build this site. First I know very little and learning each day, this site has been of great use to me in finding the next step needed. The site is based on a job board platform and that is where I am confused. The database software needed to run the board, where do I begin looking for this platform? Will I need to have a whole need program wrote or is there a decent program out there that is not generic in style? Some of the tools needed in this program would be confidentiality for both the employer and job seeker and accounts to manage jobs, responses, and resumes. Basically a lot of tools offered is what I am looking for. Is there a huge difference in cost if I were to have a program wrote as opposed to purchasing a program? Any ideas, information for this important next step would be appreciated. Thank you.

There are plenty of scripts for this type of thing and no, you probably wouldn't want to waste a lot of time and money having one built especially since they're customizable. Do a search for "scripts" since I don't think we can post sites here.
