Which is better for Google rankings and link popularity?

Creating a link to a web site with just the domain name (http://www.foo.com)
OR
using the index file (http://www.foo.com/index.html)?

Just the domain name: http*://www.widgets.com/

That way if you change your index page you won't have to use a 301 redirect or other such non-sense.

I always implement a 301 anyway to cover this. Pick which one you prefer (either, as it doesn't really matter) and then 301 redirect the one you don't want to the one you do.

You are not always in control of how people link to you (same goes for "www" subdomains).

Best cover all the bases with a 301.

301's are your friends, not nonsese.
