criteria for selecting a web portal

How do you determine the criteria for selecting a web portal? It is really hard to distinguish between the many vendors that all say the same thing but in their own jargon. Any thoughts?

i would think the first thing to consider is what you can run on your webserver... can you run scripts to be more exact. also, do you have access to a database or must you use flat files?

after that, i choose a cms based on scalability. i really like mods and add-ons but i'd also like to know the base script(s) are worked on for improvements and additions.

regarding specific features, afaik you can simply 'turn off' features you don't need. of course, space is important as well. if you are hosted and there is a hard-set space limit, you may run into trouble if you attempt to go beyond that allocated limit. check each portal's forums and community first.
