When using stock images for a site design, am I correct in assuming that the client should pay for any images licensed for the final design?

Absolutely. Pass all of those costs along to the client.

As a designer/consultant, I pass those costs along without any sort of markup.

As a client, I've occasionally paid a 10% "handling fee" to designers who deal with images ... kind of an obnoxious thing to charge, though (IMO). Nowadays I make sure that I don't get dinged by that kind of thing by double-checking contracts. ;)

Don't assume anything. :) Make sure the client understands in advance what charges will be passed on.

We pass the cost through, nothing added, but I always make sure the client knows what the cost is before doing it...
