We're moving from email listserv to something web-based

But what would you recommend?

We've been using a 1980s style listserv. It's dated and awkward. We'd like to use software that sends emails to ~100 members, but that also allows members to view old emails online.

There must be something that looks more like a forum but still sends out emails for every message, but I don't know what to call it so I'm not finding it on my searches.

The software should allow the admin to verify new registrations, ban or moderate users, etc.

What is this kind of software called? Do you have any recommendations?

Perhaps there's a different way to approach the problem.

Is there good forum software that would notify members of new threads? It would be best if the content of each forum message appeared in the email, too, so they wouldn't have to go to the forum to find out what the new topic is about.

It'd also be great if the software alerted list members about new topics. Then they wouldn't have to receive every darn email, unless they subscribe to the thread.

Is there software that does this?
