Streaming media solutions?

What kind of software is good for media streaming / video clip publishing, ie flash movie clips collected in a database?

We are building a website. Part of the website will give the users access to hundreds of small video clips. We're not sure what kind of software or backend system we should use for the video clip publishing. Basically what we're looking for is something similar to youtube, yahoo movie, vh1 music streaming, google movie or ebaum world, but on a smaller scale.

The videos are to be streamed only, so if anyone has a good solution, please let us know.

Something like Windows Media Server is good for that sort of thing, but I'm not sure about the Flash integration end.
