Need advice on how to make a new website.

Suffice it to say there is a reason i am not posting this on a french webmaster forum. (Too much politics could get involved on this.)

I just purchased a domain

Now...
I want to make a community that documents the history, problems, racism and vicitmization of the Franco-Terreneuvien. After the annexaition and during the gouvernment's program of erradication of the francophone population.

My goal is just to put something informational out there that say's "Hey, we weren't dreaming everything. Some really bad sh*t actually happened to us!" I also want to people to feel safe sharing their stories.

These are my people and I know how they think...
The problem will be that they will not take a blog seriously.
Serious to them is a télévision broadcast or newpaper.
A blog is something their adolescent kids do to increase their "dial up" internet factures.

Like all my projects I have to re-invent the wheel.

This is non-profit. I don't intend on making a dime on this.
So all and any help or advice is greatly appreciated.

If you want a CMS, I'd recommend Wordpress.

Yes, it is blogging software, but it supports static pages well--you can actually set it up to look like a completely custom static site with minimal effort, and it's customizable enough that you can do pretty much anything you want to with it, provided you have a bit of PHP knowledge and some time to spend learning the API it provides.

In this case, and if it's such a politically sensitive topic, consider having a community section that allows people to post different things to the public, select groups, and close friends.

a wordpress blog is a good way to go. Look at Truemors, it is a community site based on a blogging platform.

make sure you buy your own domain! It ranks far better than the ones hosted on wordpress.
