The domain is registered to a marketing company in the US. I read that with issues like this US citizens can file a report with us-cert.gov
1. What is the equivalent in the UK?
2. Will UK authorities deal with this US domain?
3. Can I as a UK resident complain directly to us-cert.gov
The whois details are slightly out of date in that the marketing company has changed it's name, and that the registered contact resigned from the company about two years ago.
I have contacted the UK offices of the marketing company asking about the rogue domain but the person I spoke to has not heard of it, and as yet has not had someone who may know about it return my call.

As for the registered contact who resigned I made a mistake there. He resigned as Director but stayed on as a VP.

BTW, it is in relation to a well known ISP and a marketing company allegedly redirecting browsing requests.

Generally speaking, US laws do not protect the rights of non-US citizens living outside the US (at least that's the impression I get in the UK watching the news) so a formal complaint may not be the way to go.
