Does anyone know what's the first step I should take to set up a website that does translation. Say from English to Japanese for example.

Is there a public domain database I can tap on?

Word to word translation is useless (and most times laughable). There are big companies doing this already without great results.

(Not to be rude but to have a well known example:) What you are asking is something like "I want to build a search engine. There is any free list of sites?"

A search via your favourite engine for translation software will bring up results relevant to your quest. The first result I clicked on when doing this offered the same translation software package as used by Google, Yahoo and others - well, that's what the website said...
