Is there any site which provides web design and programming hourly rates charged across the globe? My question may look silly, But I am just trying to learn the charges been made by companies from different countries.

I don't know of any site, but I know that I don't need one when I get at least 10 emails a day from different countries letting me know what their design outsourcing rates are ;)

Generally you get what you pay for. Check your local art school bulletin board for a good starting point.
