Ive got a few great ideas for website development, but the concepts are beyond my skill and available time.

Id like to be able to hire someone or a company to develop them for me based on my specifications.

Ive used www.rentacoder.com before and they seem to encourage bids mostly from individuals in eastern europe, the middle east and India. What I really want is a really skilled designer who can design me something top notch, a web design company would probably be best.

Does anyone have any tips on finding good companies or freelancers?

Look at the designers who have built web sites within your industry. Check out their profiles, techniques, philosophies, pricing and then contact their clients to gauge satisfaction. Narrow your list down and then approach them individually. Look for people who are interested in finding more about YOU than those that want to tell you all about them.
