You have not said anything about how these people would acquire the leads. Do they have a web site?
The reason I am commenting is that there are a lot of people running web sites from the UK or other European countries advertising real estate in Italy, Spain, Greece, Turkey etc using information they obtain from local agents. In return they want a cut of the action but have no way of knowing if a sale is made or not so they have to rely on the local agent owning up when there is a sale. They often use phrases similiar to the one you mention.
Frankly I think they are parasites as they are working out of a spare room in the UK and never see any of the property yet they give the impression that they are directly involved and refer to the local agent as if he/she was one of their employees.
Of course without local agents providing the info this would never happen but at the same time local agents will do anything to move some property and make a buck.

It works to redirect traffic when you search for something on a seach engine to the desired site. It can be anything, not having to be necessarily relevant, even a competitors site being searched for, for exaple Amazon or Bay. The offer you mentioned could use something like this to send any traffic your way and have it look like it's being redirected from their site. Then again, it could be legit too.
