Well I'll get straight to the point.
I am designing a web application. It is an application for Clients of our company.
Client's can add tasks and so on...

I need to make specs for programmers to make it. I am doing it in OpenOffice Writer.

Are there some tools - like UML tool for designing Web applications?
I need it to be simple but usefull.

Please help me. Or tell me are there some "UML like" tools for professionalls - and give me some links to literature.

Microsoft Visio has some decent web-development templates.. i used it a couple times to layout some larger projects and included it in with my proposal.

I am pretty sure there is a 30-day trial version on their website.

A friend of mine has highly recommended Enterprise Architect from Sparx Systems. I haven't had a chance to try it out yet, so I can't relay any personal experience with it. It's not free - but it is much more reasonably priced than Rational Rose.
